Wendy Hamilton Foster serves as Director of Federal Government Affairs, leading outreach to Members of the Democratic Caucus and building strategic relationships across Capitol Hill. Wendy champions collaboration on key policy priorities and works to strengthen connections between Walmart and federal stakeholders. Before joining Walmart, Wendy held senior roles in the U.S. House of Representatives, including Director of Operations for House Democratic Whip Katherine Clark (MA-05). Wendy managed Member Services and outreach programs, fostering strong ties with the Congressional Black Caucus and Congressional Hispanic Caucus, and supporting leadership transitions during pivotal moments.

Wendy’s journey began in the district office of Rep. Kathy Castor (FL-14) and continued with roles supporting Former Rep. Brenda Lawrence (MI-14) and Rep. Pramila Jayapal (WA-07). Coming from a proud military family, Wendy values service, resilience, and commitment—principles that guide her work every day. She is also proud of her roots in Tampa, Florida, and her heritage connected to Panama City, Panama. Wendy earned a Political Science degree from the University of South Florida and now lives in Maryland with husband Marvin and son Hendrix. Wendy is passionate about creating opportunities for underrepresented communities, with a special focus on uplifting Afro-Latino/a staff an ensuring their voices and contributions are recognized in policy-making spaces. Her advocacy extends to building pathways for leadership and fostering inclusive environments where diverse perspectives thrive.
