Diego Espinoza is an accomplished professional and resolute public servant with over two decades of experience in government relations, public service, and small business ownership. His career is defined by a commitment to improving the quality of life for Arizonans and advocating tirelessly for the Hispanic community. His extensive legislative experience, community engagement, and entrepreneurial background make him an exceptional candidate for the Congressional Hispanic Caucus Institute (CHCI) Advisory Council, where he can leverage his expertise in leadership, policy advocacy, and economic development.
Professional Leadership & Government Relations
Currently, Mr. Espinoza serves as a Government Relations Representative at the Salt River Project (SRP), a community-based, not-for-profit water and energy company in Central Arizona. In this strategic role, he executes policy development and advocacy with local counties and municipalities, serving as a liaison to diverse communities and organizations. He develops and implements strategies that benefit SRP customers and stakeholders, communicates SRP policy positions on legislative issues, and maintains strong working relationships with elected officials and community leaders.
Public Service & Legislative Experience
Prior to his corporate role, Mr. Espinoza was an accomplished State Representative for the Arizona House of Representatives from January 2014 until his resignation in September 2022 to join SRP. As a legislator, he upheld the state’s Constitution, adopted the annual state budget, and served key committees such as Commerce, Military and Veteran Affairs, Appropriations, and Ethics committees. He demonstrated notable leadership as the Co-Chair of the Arizona Latino Legislative Caucus, where he managed event organization and built positive, sustainable relationships with key stakeholders.
Before his time in the House, Mr. Espinoza served the City of Tolleson as a Councilmember and Vice Mayor from 2002 to 2013, where he established city goals, adopted critical infrastructure proposals, and cultivated strong inter-jurisdictional relations.
Entrepreneurial Background & Education
Mr. Espinoza also brings 17 years of entrepreneurial experience as the former owner of Fuego Mexican Grill and Cantina, a successful small business. This background provides him with a practical understanding of the economic challenges and opportunities facing small businesses within the community.
He holds a Bachelor of Science Degree in Business Management from Ottawa University (2003).
Community Involvement & Board Service
A sincere commitment to community is evident in his extensive involvement and board service. Mr. Espinoza has contributed his expertise to various organizations, including the boards of Valle del Sol, the ASU Morrison Institute for Public Policy, the AGUILA Youth Foundation, and the West Valley Regional Chamber. He is also a graduate of the Valle Del Sol Hispanic Leadership Institute, former West region Chairperson of Hispanic Caucus Chairs, and a former member of the National Association of Latino Elected Officials Education Fund (NALEO). His record as an implementer and relationship builder aligns perfectly with the CHCI’s mission to develop the next generation of Latino leaders. Mr. Espinoza possesses the energy and strategic vision to serve as an asset to the CHCI advisory council.
