As Managing Director in Finsbury Glover Hering’s Government Affairs Division, Ms. Garcia Moore brings over a decade of policy experience on a wide range of international and domestic issues to her client work. Ms. Garcia Moore develops and implements focused political strategies for effective legislative engagement, as well as advises and helps clients navigate complex situations to further their interests and achieve their goals.
At Finsbury Glover Hering, Ms. Garcia Moore works with clients across various sectors including education, energy, entertainment, philanthropy, technology, and telecommunications. She provides strategic counsel for advocacy campaigns and advises on engagement with the Congressional Hispanic Caucus and its members, as well as minority serving organizations.
Prior to joining the firm, Ms. Garcia Moore spent 8 years in Congress working for and advising two Democratic Members – Rep. Tony Cardenas (D-CA) and Rep. Adam Smith (WA) – on political and policy matters. She also worked on the House Foreign Affairs Committee where she focused on foreign assistance issues and traveled to various countries in Latin America and Asia to conduct oversight of foreign aid projects.
Ms. Garcia Moore received her Master’s Degree in Strategic Security Studies at the National Defense University and her Bachelor’s Degrees in International Development and Political Science from the University of California, Berkeley. She was recognized by the Hispanic Lobbyists Association in 2020 for being top of the field and committed to diversity and inclusion. She was named a 40 Under 40 Latinos in Foreign Policy in 2015. Ms. Garcia Moore is a native Spanish speaker and originally from Los Angeles, California.
