CANDIDATES

Cristela Solorio Ruiz

Position: President

Program: Public Policy Fellowship Program

Program year: 2012-2013

Statement of Interest:

Dear Fellow CHCI Alumni,

Our shared CHCI experience has given us more than a professional network. It has created a community rooted in service, leadership, and a commitment to opening doors for others. I believe our Alumni Association has tremendous potential to build on that legacy, and I am excited to seek your support as the next CHCI-AA National President.

As a 2012–2013 Public Policy Fellow and former DC Chapter President, I have seen firsthand the power of bringing alumni together. From organizing professional development opportunities to creating inclusive spaces for connection, my experience has reinforced my belief that our association is strongest when every alumnus has a place in it.

As President, I will focus on expanding our national reach by strengthening existing chapters and establishing new ones across the country. I will champion more regional convenings, build upon our partnerships, and advocate for increased funding to support alumni-led initiatives.

Equally important, I want to ensure our association reflects the diversity of our professional journeys, by meeting alumni where they are at. Whether working in policy, healthcare, business, education, or other fields, our alumni deserve opportunities for recognition, collaboration, and support. I will prioritize programming that connects emerging leaders with seasoned professionals, fostering mentorship, career development, and lifelong engagement.

I am ready to lead with purpose, collaboration, and a commitment to turning our collective ideas into action.

Together, we can build a stronger, more connected CHCI-AA that creates opportunities for every generation of alumni.

Thank you for your support!

Edward Carlson

Position: President

Program: Congressional Internship Program

Program year: Summer 2005

Statement of Interest:

Greetings CHCI Familia!

I am asking for your vote for National President because I care deeply about this organization. Nearly 20 years ago, it changed my life. It took a Guatemalan kid from a small town in Iowa and placed him in the Democratic Leader’s Office in Washington, DC – a truly transformative experience that wouldn’t have been possible without the support of CHCI.

In the subsequent two decades I have been an active alum with a proven track record of results. I have served as everything from the National Treasurer, where I brought fiscal responsibility and raised money to support critical programmatic work for students, to the VP for Leadership Development, where I launched CHCI’s first-ever nationwide mentorship program and held panel discussions for our alums.

Freddy Soto

Position: President

Program: Congressional Internship Program

Program year: Summer 2021

Statement of Interest:

I am seeking to serve in CHCI-AA elected leadership because I believe in the power of the CHCI community to develop Latino leaders who are prepared to lead with purpose, build bridges, and create meaningful change. This belief stems from one simple idea — that our community is strongest when we make room for diversity while remaining united by our commitment to Latino leadership and opportunity.

My commitment to CHCI began as a 2021 Congressional Internship Program intern with Congressman Ruben Gallego, and has continued through my five years of involvement with the CHCI-AA Phoenix Chapter. For the past five years, I have served as the Chapter President, Vice President, and Secretary. Throughout my tenure, we were successful in our goal of strengthening alumni engagement while connecting CHCI’s mission to Arizona’s Latino community. Whether it was participating in our networking reception, book club, or community service, these experiences were intended for alumni to remain engaged long after their CHCI program ends as well as to continue the CHCI Familia here in Phoenix.

Professionally, my experience in public affairs and government relations has strengthened my ability to build relationships and engage with complex policies for the sole reason of making Arizona a better state and a better place. My current role allows me to further my mission of stewardship, and it’s this same mission that I seek to bring to CHCI-AA and National President. Simply put, I would bring these experience, along with a genuine commitment to service, to CHCI-AA.

To conclude, I am running for CHCI-AA National President because I want to help build an even stronger alumni community—one that continues to support emerging leaders, reconnects alumni, and ensures that CHCI remains a lifelong network for Latino leaders.

Janet Arias-Martinez

Position: President

Program: Congressional Internship Program

Program year: 2003

Statement of Interest:

For this daughter of immigrants and first-gen graduate, belonging to the CHCI familia has been a lifeline – a network that helped me navigate spaces and systems where I was the first or the only, and reaffirmed that my Latinidad is an asset, a valuable part of my identity.

I’m running for CHCI-AA national president to make sure the next generation of Latine leaders finds the same sense of agency and belonging that CHCI gave me.

My journey began in 2003 with the Congressional Internship Program. Since then, I’ve served as a chapter leader, alumni mentor, application reviewer, and HHM volunteer. I also spent eight years on CHCI’s staff, starting as the first full-time Alumni Relations staffer and leaving as a senior leader reporting to the CEO. I’ve dedicated my entire career to social impact, and after 18 years in nonprofit, I now steward philanthropic partnerships for a global financial institution. I am proud of the Alumni infrastructure that we’ve built, and am eager to contribute the skills and expertise I’ve developed over the years to this next phase of growth for CHCI and our Alumni Association.

Adriana Salazar

Position: Vice President

Program: Graduate Fellowship Program

Program year: 2006 – 2007

Statement of Interest:

I am running for National Board Vice President for 2027–2028 term because I believe CHCI’s Alumni Association is at an important point, and I want to help build on the momentum we have created.

As National Board President, I have seen firsthand the strength, diversity, and untapped potential of our 5,000+ alumni. I have also learned that effective alumni leadership requires more than maintaining programs; it requires listening, building partnerships, creating accountability, and turning alumni ideas into meaningful action via advocacy.

As the founder of the San Antonio Alumni Chapter and current NB President experience, I want to continue serving because I believe we can strengthen the connection between CHCI, our regional chapters, and alumni while creating more opportunities for professional development, leadership, and engagement across the alumni network.

For 2027–2028, I would bring the institutional memory, relationships, and lessons learned from serving as President as well as a clear commitment of collaboration and execution. I am seeking the opportunity to continue to help move our Alumni Association forward and ensure our alumni remain an essential part of CHCI’s future across our diverse work sectors and lived experiences. Pa’Delante!

Christo Luna

Position: Vice President

Program: Graduate Fellowship Program

Program year: 2022

Statement of Interest:

I want to run for Vice President of the CHCI Alumni Association because CHCI has played an important role in my leadership journey, and I want to give back to the community that invested in me. As a CHCI Health Graduate Fellow, I had the opportunity to work in the U.S. Senate, where I strengthened my understanding of public policy, advocacy, and the importance of having Latino voices represented in government and other spaces where decisions are made. That experience continues to influence the work I do today.

Since completing my CHCI fellowship, I have continued building my career around public service, community engagement, public health, and Latino leadership. I currently serve as the Colorado State Director for Mi Familia Vota, where I lead statewide civic engagement efforts focused on voter participation, leadership development, advocacy, coalition building, and empowering Latino communities. My work also includes developing and mentoring young leaders, managing partnerships, representing the organization with community and government stakeholders, and helping translate community priorities into action. I am also pursuing my Doctor of Public Health in Health Policy and Leadership, which continues to strengthen the way I approach leadership, systems, and community-centered change.

My leadership journey has also included fellowships and service with organizations such as CLLARO and the National Hispanic Medical Association, as well as board and community leadership in Colorado. Across these experiences, I have learned the importance of showing up, listening, building relationships, and creating opportunities for others to lead.

My engagement with CHCI did not end when my fellowship concluded. I am constantly telling students and emerging professionals about CHCI, encouraging them to apply, helping them with their applications, and providing interview preparation. I am especially proud that this support has contributed to multiple individuals being accepted into CHCI programs. For me, that is one of the most meaningful ways to give back: helping open the same doors for others that CHCI helped open for me.

I am also proud to represent both New Mexico and Colorado in my leadership journey. I was raised in New Mexico and have built much of my professional and community work in Colorado, so I understand the importance of ensuring CHCI’s national network reflects and connects Latino leaders from communities across the country, not just those based in Washington, D.C.

As Vice President, I would work closely with the National President, regional chapter leaders, and alumni across the country to strengthen alumni engagement, professional and leadership development, civic participation, mentorship, and chapter development. I would bring a community-centered and collaborative leadership style, along with a strong commitment to helping alumni stay connected to CHCI throughout every stage of their careers.

Heidi Torres

Position: Vice President

Program: Congressional Internship Program

Program year: 2021

Statement of Interest:

As the current Secretary of the CHCI-AA Chicago Board, I have helped advance the restructuring of our chapter with a focus on strengthening alumni engagement. Through this role, I have developed the leadership, organizational, and communication skills needed to support the President and the board. I am prepared to bring these skills to the role of Vice President.

I have experience organizing chapter events and working collaboratively to successfully execute initiatives that engage our alumni and strengthen our community. I am action-oriented, dependable, and a strong supporter of my team. When a team member was unable to complete communications content, I took the initiative to create it so we could meet our deadline. I will bring this same decisive, solutions-oriented approach to the Vice President role.

My commitment to service extends beyond CHCI-AA Chicago. I have worked with immigrant support organizations to advocate for immigrant rights, supported donation initiatives for community nonprofits, and intentionally partnered with small Latino-owned businesses to support the Latino economy. I have also volunteered to review CHCI applications to help increase Midwest representation in Washington, D.C.

Before joining the Chicago Board as Secretary, I was actively involved in chapter events and alumni engagement. I am running for Vice President to ensure CHCI-AA National Board supports alumni at every stage of their careers. I will champion leadership development, strengthen engagement, and work collaboratively to turn ideas into action.

Juan Hinojos Zapien

Position: Vice President, Civic Engagement

Program: Congressional Internship Program

Program year: Fall 2019

Statement of Interest:

I am seeking the CHCI-AA Civic Engagement officer because I believe deeply in the power of civic participation and collective leadership to expand opportunity for Latino communities nationwide. My professional background in political campaigns has given me firsthand experience at the intersection of policy, organizing, and community trust, and has reinforced that meaningful change only happens when people are informed, mobilized, and included.

Through my work, I have led and supported extensive get-out-the-vote efforts, voter education initiatives, and stakeholder engagement strategies across diverse communities. These experiences have strengthened my ability to meet people where they are and build coalitions across ideological, organizational, and sectoral lines. I have worked closely with advocacy organizations, labor partners, community-based groups, and political stakeholders.

CHCI-AA plays a vital role in sustaining engaged alumni leadership, and I am eager to contribute my organizing and civic engagement experience to advance its mission.

Serving as Vice President would allow me to give back to an organization that helped shape my own path while helping strengthen the CHCI community for the leaders who come after us.

Luis Hernandez

Position: Vice President, Civic Engagement

Program: Graduate Fellowship Program

Program year: 2006

Statement of Interest:

Our Alumni Association needs leaders who will advocate for Alumni like you. For 20 years, I have seen the ups and downs of an organization we love dearly. After my 2006–07 fellowship, I founded the Miami (now South Florida) Chapter. Our work was vibrant: we recruited applicants for CHCI programs, helped run Ready to Lead, mentored countless participants, organized social and professional development events, and engaged our community.

Today, the Alumni Association is effectively powerless and has fewer opportunities to shape decisions that affect Alumni. CHCI controls funding, approvals, data, staffing, and critical processes. Alumni do not select the Alumni Award recipient, and we were not consulted about the 2026 Alumni Convening. It was not always this way.

A recurring challenge is institutional memory. Alumni leaders serve short terms, and without mechanisms to preserve what previous generations accomplished, hard-won progress can be lost when new leaders take office.

Since February, I have served on the National Board as Vice President for Civic Engagement. In my short tenure, I proposed and drafted By-Laws language establishing an Alumni Advisory Council composed of former Alumni leaders to provide institutional knowledge and continuity. I also proposed an Institutional Memory Book to preserve the history and lessons of past boards. We have engaged CHCI to strengthen our partnership, and I look forward to continuing that dialogue.

I am running for a full term to continue this work, strengthen the Alumni voice, preserve institutional memory, and make a lasting impact for all Alumni.

Sandy Orozco

Position: Vice President, Civic Engagement

Program: Graduate Fellowship Program

Program year: 2023-2024

Statement of Interest:

I am seeking the CHCI-AA National Board Vice President, Civic Engagement, leadership position because I believe civic engagement is essential to strengthening our Latino community and creating meaningful opportunities for individuals to lead, advocate, and make an impact. My experience with the CHCI-AA Chicago Chapter has shown me the power of connecting professionals, community partners, and organizations to advance our collective mission and create lasting community impact.

As Vice President of Civic Engagement for the CHCI-AA Chicago Chapter, I have led efforts to increase civic participation through voter engagement initiatives, including voting reminders and educational outreach. I have also built strategic partnerships, including with LEE, for a career circuit that expanded professional and community opportunities for our members.

I have intentionally partnered with local and small businesses to cater and host chapter events, supporting our local economy while strengthening relationships with community partners. I worked with Legally Lawtino to review application materials and expand professional opportunities for Latinos, and I have led donation efforts supporting under-resourced community members. Each of these efforts reflects my belief that civic engagement means showing up for our communities, building relationships, and using our collective resources to create opportunities for others.

As Vice President, Civic Engagement, I would bring that experience to the National Board with a focus on empowering CHCI-AA members across chapters to participate, lead, and serve. I would work to share successful chapter-level initiatives, strengthen collaboration across chapters, expand partnerships with community organizations, and create meaningful opportunities for members to engage and make an impact in their communities.

Arely Navarrete

Position: Vice President, Communications and Digital Media

Program: Congressional Internship Program

Program year: 2016

Statement of Interest:

Have been the VP of Communications, I know the responsibilities that it takes to step into this role.

I would be honored to serve alongside my fellow Alumni leaders to strengthen our programming, continue to uplift Alumni voices across sectors and geographies, and help ensure the future of our CHCI Alumni community for another 50 years and beyond.

Michelle Moreno-Silva

Position: Vice President, Communications and Digital Media

Program: Congressional Internship Program

Program year: 2013

Statement of Interest:

Alumni Familia – As the current National Board Vice President for Communications and Digital Media, I humbly ask for your support for the 2027-2028 term.

I stepped into this role in a time of vacancy and transition 10 months ago. In less than a year, I have been able to accomplish key milestones including:

  1. Securing Media Coverage: I worked with Telemundo to ensure the DC chapter received coverage for their clothing swap event.
  2. Raising Social Media Engagement: Through the design and rollout of initiatives like the Alumni Spotlight Series and more lighthearted posts such as National Pet Day, engagement rose on our platforms, including Instagram, Facebook, and LinkedIn.
  3. Forums Facilitation: By presenting spaces such as Alumni Office Hours, alums were given spaces to share their thoughts and questions with chapters leaders.

As we head into a new term, there are initiative that I would like to continue to build on. Specifically media engagement. In these past 10 months, I’ve spoken with chapters all across the country and I’ve witnessed the incredible work they are doing. I want to get their story out there. Whether it’s a a conversation on health, a book club, a food drive, or an alumni accomplishment, these are stories worth telling and I want to get them out there.

As a proud alumna of CHCI, giving back to this organization that helped launch my career in public service is personal to me. After serving on this board less than a full term, I am eager to continue cultivating relationships with all of the regional chapters and CHCI staff to strengthen how we communicate with and engage our alumni community and beyond.

As a communications professional, I see an opportunity to elevate the voices and stories of CHCI alumni, increase visibility into the incredible work happening across our chapters, and create more consistent and meaningful ways for alumni to stay connected to CHCI and one another. I want to help ensure that our communications not only inform alumni, but also make them feel seen, valued, and connected to a broader community that shares a commitment to advancing Latino leadership and public service.

I would be honored to bring my communications experience, creativity, and commitment to this community to the role of Vice President of Communications and Digital Media.

Thank you for your consideration and trust.

Gabriela Sosa

Position: Vice President, Leadership Development

Program: Graduate Fellowship Program

Program year: 2015

Statement of Interest:

As the CHCI-AA National Vice President of Leadership Development, I will support and help create opportunities for CHCI alumni to find their voices, advance their careers, and advocate for our communities. CHCI has played an important role in my own leadership journey. As a CHCI Graduate Fellow, I gained skills, relationships, and experiences that helped shape the leader I am today, and I want to give back by helping other alumni continue to grow. I bring experience in leadership, education as a university professor, program development, and community engagement. I have developed programs, workshops, and learning opportunities for students and professionals, and through these experiences, I have also developed my own leadership style. I believe in leading with authenticity and fairness, listening to others, and creating opportunities for both individual and community growth.

My commitment to CHCI has continued well beyond my fellowship. I helped establish the CHCI Alumni Association Houston Chapter, where I have seen the value of bringing alumni together to connect, learn, and support one another. I now want to bring that same commitment to our national alumni community by strengthening leadership and professional development opportunities, supporting chapters and affinity groups, and creating programming that meets alumni at different stages of their careers. I want CHCI-AA to continue being a community where alumni can grow, lead, and help others do the same. !Con ganas!

Angel Rubi Navarijo

Position: President

Program: Congressional Internship Program

Program year: 2022

Statement of Interest:

After 2 successful years of being Chapter President, I do not feel satisfied with my work. I have learned so much and want to continue learning, building, and delivering for our alumni in Chicago. We have increased social media engagement in our chapter, hosted several events, secured partners, and rebuilt the board from scratch. I am here to lead, serve, and pass on a chapter that helps uplift our Chicago alumni great work that we are doing on the ground. It would be a great honor to continue leading one of CHCIs most prominent chapters.

Melissa Alvarez

Position: Vice President, Civic Engagement, Vice President, Communications and Digital Media

Program: Congressional Internship Program

Program year: Spring 2022

Statement of Interest:

I would like to run for CHCI-AA Chicago chapter because as a current resident I would like become more engaged with the CHCI alumni community in my new home. CHCI has played a significant role in shaping my career thus far. My participation in the Congressional internship program helped connect me to opportunities that I wouldn’t have had otherwise. This led me to my first full-time position on the Hill, a job in political digital communications, and ultimately my decision to pursue an MPP. Through CHCI’s partnership with the University of Chicago, I’m fortunate to pursing my degree with scholarship support.

Since my internship, I have remained engaged with CHCI through alumni chapter events in DC, attending virtual Charlas, running the CHCI 5k, volunteering for two CHCI galas, and attending events hosted by the Chicago chapter since moving here. I have also enjoyed connecting with the Chicago chapter as it has given me a space to connect professional and meet other Latinos.

To the communications and digital role, I bring experience in digital communications, traditional press, social media, and outreach. I have a degree in Mass Communication, worked as a digital associate and press/digital assistant in previous roles. I would be glad to support the chapter’s communications and digital engagement efforts. Serving in this role would allow me to give back to an organization that has invested in me while also strengthening my leadership skills, and deepening my engagement with Chicago’s Latino community.

Rebecca Diaz

Position: Vice President, Civic Engagement

Program: Congressional Internship Program

Program year: 2023

Statement of Interest:

It would be an honor to serve my community and continue contributing to CHCI’s mission of elevating the Latino community. CHCI has played a vital role in shaping my career and personal development since I participated in the Congressional Internship Program in 2023. Before then, I had never seriously considered a career in public service. Today, I am committed to growing as a professional, serving my community and creating opportunities for others.

Since 2023, I have remained actively engaged with CHCI as a member of the Dallas Alumni Chapter, attending events, building relationships, and strengthening my connection to the CHCI community. I have also volunteered as a CHCI application reviewer for CIP and Next Gen applicants in 2025 and 2026.

I am running for the Vice President of Civic Engagement position because I am passionate about connecting the Latino community in Dallas to opportunities for civic and community participation. My experience as an AmeriCorps volunteer helping middle and high school students pursue higher education, as a JOLT volunteer encouraging Texans to vote, and in my current role at the Dallas Regional Chamber has strengthened my commitment to community engagement and partnership-building. At the DRC, I work in Education & Workforce, supporting collaboration between the business and education communities to strengthen opportunities for students and meet regional workforce needs.

I hope to bring this experience, along with my passion for service, to help strengthen civic engagement and build a more connected Latino community in Dallas. Thank you!

Joaquin Villegas

Position: President

Program: Scholarship or Scholar-Intern

Program year: 2017

Statement of Interest:

I am seeking election to the CHCI-AA because I believe our alumni community has a unique opportunity to strengthen the pipeline of Hispanic leaders while continuing the mission of CHCI beyond the fellowship experience. My time with CHCI shaped how I understand leadership, as a responsibility to create opportunities for others and to improve the communities we serve.

As a family physician and academic faculty member in Houston, I have built my career around advancing health equity, supporting Hispanic communities, educating the next generation of physicians, and increasing representation within academic medicine. Through my clinical, educational, and leadership roles, I have worked to amplify underserved voices, mentor emerging leaders, and connect professional opportunities with community impact.

My CHCI experience remains an important part of that journey. I value the relationships, mentorship, and leadership development that CHCI provided, and I want to help ensure that CHCI-AA remains a meaningful and engaged network for alumni at every stage of their careers.

If elected, I would focus on strengthening alumni engagement, creating meaningful mentorship and professional development opportunities, and connecting CHCI alumni with one another across sectors and generations. I would bring an energetic, collaborative, and service-oriented perspective to the role, with a particular commitment to ensuring that emerging Hispanic leaders feel supported, represented, and empowered to lead.

I would be honored to give back to the organization that has invested so meaningfully in my own leadership journey.

Tiffany Echevarria

Position: President

Program: Congressional Internship Program

Program year: 2023

Statement of Interest:

My time with CHCI did more than introduce me to a network of Latino professionals in public service. It showed me the power of mentorship, community, and creating pathways for others to grow as leaders and professionals. I want to build upon the legacy of the CHCI-AA New York Chapter by creating meaningful opportunities for connection, mentorship, and professional growth among fellow alumni. This is why I am running for President of the CHCI Alumni Association New York Regional Board.

As a Fall 2023 CIP Intern, I interned with Congresswoman Nydia M. Velázquez and now serve as her Community Liaison in Queens. I manage partnerships across educational institutions, nonprofit organizations, and government agencies that connect resources to over 150,000 constituents. I hope to bring this experience to CHCI-AA by strengthening alumni connections and creating opportunities for members to learn from one another.

As President, I would prioritize building a chapter that is responsive to its alumni and creates lasting ways to stay connected. I would love to create an alumni survey to better understand the topics, events, and professional opportunities members want to see. I would also strengthen communication beyond events through alumni spotlights, more engagement across our communication channels, and a shared calendar of CHCI-AA New York and professional networking opportunities. Our New York network is filled with talented Latino professionals across industries, and I believe we can do more to connect that talent, share knowledge, and strengthen the community we have built together!

Alex Melendez

Position: Vice President, Civic Engagement

Program: Congressional Internship Program

Program year: 2002

Statement of Interest:

As a CHCI 2002 alumnus and one of the original board members of the New York Chapter, this organization holds a special place in my personal and professional journey. My interest in returning to the board is twofold: to reconnect with the chapter and to strengthen its relationship with the broader CHCI alumni community.

As a native New Yorker of Dominican heritage, I have more than two decades of experience in public service, transportation, real estate, and asset management. Throughout my career, I have developed relationships across government, nonprofit, and community organizations that could help the chapter establish stronger partnerships and create meaningful opportunities for our alumni.

A major priority would be reconnecting with alumni who have not recently participated in chapter activities. I would support a coordinated outreach effort to identify and reengage CHCI alumni throughout New York and New Jersey, including members from different cohorts, industries, and career stages. A stronger network would help expand mentorship, professional development, civic participation, and community service opportunities.

As Vice President of Civic Engagement, I would prioritize meaningful outreach to Latino communities, ensuring that our efforts address their needs and encourage greater civic participation. I would collaborate with CHCI alumni, civic organizations, public agencies, and community leaders to create programs that educate, engage, and mobilize our community while providing opportunities for alumni to volunteer, advocate, and lead.

Serving again would be personally meaningful and an opportunity to help build a more active, connected, and influential New York Chapter.

David Salinas

Position: Vice President, Communications and Digital Media

Program: Congressional Internship Program

Program year: Fall 2021

Statement of Interest:

I’m running for VP of Communications because I’m passionate about developing ideas for events, capturing meaningful moments, and finding creative ways to promote opportunities that encourage alumni engagement. My background in legislative advocacy and research has given me experience communicating with and engaging diverse communities through different platforms. As a researcher, I’ve designed flyers and outreach materials to connect with participants. At CEDA, I helped lead the design and development of policy forums focused on Cuban migration while engaging with funders to encourage their participation in our events.

At Make the Road New York, I took the lead in interviewing participants at the annual Trans Latin@ March, highlighting the experiences, perspectives, and issues facing these communities. I’ve also had the opportunity to present at the NYU Latinx Project, which sparked my interest in exploring potential partnerships between CHCI-NY and the NYU Latinx Project. I see an opportunity to bring together art, culture, and media with policy and government engagement to create new ways for alumni to connect with one another and the broader community beyond traditional government spaces.

CHCI has opened doors for me and played a significant role in shaping where I am today, and I want to help create those same opportunities for others. As VP of Communications, I hope to bring new ideas and perspectives to alumni engagement by exploring how art, culture, media, policy, and government can intersect to strengthen the CHCI alumni community, especially in a city like New York, where these different spaces are so deeply interconnected.

Jose Gonzalez

Position: Vice President, Civic Engagement, Vice President, Leadership Development

Program: NextGen Latino Leadership Program (formerly R2L Next Gen and the High School Latino Leaders Program), Congressional Internship Program

Program year: NextGen Latino Leadership Program ( 2021) & Congressional Internship Program (2024)

Statement of Interest:

My commitment to civic engagement is rooted in the community that raised me. Growing up in Dover, New Jersey, I witnessed how immigrant families, including my own, faced barriers to reliable information, legal assistance, and opportunities. At fourteen, learning about labor and immigrant rights through my mother’s union, 32BJ, inspired me to become an advocate for communities like my own.

I began by helping facilitate more than 30 Know Your Rights workshops, interpreting during legal consultations, and connecting immigrant families with essential resources. When I moved to New York City for college, I carried that commitment with me, continuing to support immigrant communities through legal assistance and nonprofit advocacy. My experiences in congressional and government offices further strengthened my ability to navigate institutions, coordinate stakeholders, and connect community needs with policy priorities.

Through CHCI’s 2024 Congressional Internship Program, I experienced firsthand the value of mentorship, shared opportunities, and a network of Latino leaders committed to public service. Those relationships reinforced my desire to help others grow while remaining connected to the communities we serve.

As Vice President of Civic Engagement and Leadership Development, I would bring years of grassroots organizing, nonprofit collaboration, and government experience to build on our chapter’s strong foundation. I hope to deepen community partnerships, expand meaningful opportunities for alumni engagement, and strengthen mentorship across career stages.

My goal is to help translate our chapter’s collective experience and connections into greater opportunities for alumni and lasting impact for our communities.

Martha Bahamon

Position: Vice President, Leadership Development

Program: Public Policy Fellowship Program

Program year: 1993-1994

Statement of Interest:

I’m running for President of the CHCI-AA NY Chapter for two keyI have always believed that education does not end with a diploma—it is a lifelong commitment to growth, curiosity, and self‑renewal. Investing in our own learning is the most powerful investment we can make, because it shapes not only our future, but the future of those we serve.

It is in that spirit that I proudly nominate myself for the role of Vice President of Leadership Development for the CHCI New York Chapter. I can think of no greater honor than helping strengthen the leadership capacity of our membership by creating programs that inspire, empower, and elevate every individual’s ability to lead with confidence and purpose.

As a member of the earlier cohorts of CHCI alumni (Public Policy Fellowship 93-94), I bring years of experience designing leadership development initiatives—but just as importantly, I bring a deep desire to continue learning from others. I approach this work with humility, respect, and a commitment to collaboration. My guiding ethos has always been “lift while we climb” and “how can I be of value?”

This nomination is an extension of that philosophy. I am ready to contribute, ready to learn, and ready to help build something meaningful for our community.

Thank you sincerely for your consideration.

Luis De Paz Fernandez

Position: President

Program: Public Policy Fellowship Program

Program year: 2015-2016

Statement of Interest:

Like many CHCI alumni, CHCI has played a crucial role in my professional journey, and it continues to do so. Serving as chapter president is an opportunity to give back to the organization and to my peers throughout the region.

My involvement with CHCI has connected me with exceptional alumni who make a meaningful difference every day. When we founded the Northern California Chapter, our goal was to bring that same sense of connection and purpose to our region by creating opportunities for professional growth and fostering a strong sense of familia.

Serving on the regional chapter board over the past several years in various roles and most recently as VP of Leadership Development has allowed me to support CHCI, strengthen our alumni network, and contribute to the broader community. It would be an honor to continue that work as chapter president.

Ivette Sosa Barraza

Position: President, Vice President, Civic Engagement

Program: Congressional Internship Program

Program year: Fall 2022

Statement of Interest:

I became a CHCI alumna 4 years ago and I have been involved in the alumni network since through multiple capacities. It started off with words of support and CHCI application reviews for students. When I joined the Phoenix Chapter as secretary in 2024, my mission was to extend the opportunity to develop leadership skills to more of our state’s students and young Latine leaders and aid in the cultivation of community connection and partnerships. I believe that as a chapter, we have been successful at achieving that mission.

My passion for engaging new young leaders and alumni has grown and I am seeking the opportunity to contribute to the alumni network as President or Vice President, Civic Engagement of the Phoenix Chapter. Through my professional experience, I have witnessed firsthand how social cues and interests have evolved through generations of leaders, especially young leaders, and I believe my skills would continue to be an asset for community outreach and alumni engagement. As President or Vice President of Civic Engagement, my mission would be to expand the Chapter’s community connections and partnerships across Arizona and to tap into untouched avenues for recruitment such as diverse high schools across Arizona, local community centers, and state universities with less alumni. There is a world of potential out there, students just need to be presented with the opportunity and I want to lead the group presenting that opportunity.

Jesus Vega

Position: President, Vice President, Vice President, Civic Engagement

Program: Public Policy Fellowship Program

Program year: 2025-2026

Statement of Interest:

I am seeking to serve as president of the CHCI Phoenix Chapter to help build a strong, connected alumni community in Arizona. Many Arizonans have participated in CHCI’s fellowship, internship, and NextGen programs, and I want to ensure they have a welcoming, supportive community to turn to when they return home.

Through conversations with fellow alumni, I have seen how meaningful CHCI has been to their growth and development. Our chapter can extend that support beyond Washington, D.C., by helping alumni build lasting relationships, connect across generations, and make a difference in Arizona. As president, I would work to strengthen alumni engagement, expand CHCI’s reach across the state, and create opportunities for members to support one another, give back to their communities, and stay involved.

Alexandra Cruz

Position: Vice President

Program: Congressional Internship Program

Program year: 2015

Statement of Interest:

I want to run for Vice President because I am eager to keep working with the alumni association. I’ve had the opportunity to serve on a board that has actively built relationships, and I am excited to continue building on the progress we’ve made. I have several ideas I would like to implement in this new cycle, and I know the chapter is ready to continue growing its involvement. I think I can support the Phoenix Chapter by strengthening past relationships and building new relationships.

I would like to be part of this process, but I also understand if I don’t get elected to be part of the board. I would still be involved by partnering with the new board and supporting the transition.

Emily Sotelo Estrada

Position: Vice President, Civic Engagement, Vice President, Leadership Development

Program: Congressional Internship Program

Program year: Fall 2025

Statement of Interest:

I am running to join the CHCI Phoenix Alumni chapter because I want to play a direct role in continuing our chapter’s work, and supporting alumni as they transition from their programs. When I came back from DC, I was invited to join the CHCI Alumni board at a community service event that involved decorating the Phoenix City Hall for the holidays. It was an experience that brought truth to the phrase “CHCI Familia”. My involvement continued as I attended the CHCI Phoenix networking event, and book club this year. At these events I was able to reconnect with alumni, learn about their professions, and invite my peers who shared an interest in CHCI to the networking event.

I am running for CHCI alumni board because I believe that my leadership skills and achievements will allow me to continue the great work our current board has done. Over the past four months I have increased civic engagement in our community as I have registered over 200 individuals in Phoenix and Prescott Valley, AZ Latino communities. Additionally, I have experience working with a team of leaders to host events with a goal of community engagement. As President of Aliento at ASU, Spring 2026, I worked with a team of 14 student leaders to host a documentary premier that had over 100 students in attendance and engaged members in important conversations about US immigration policy. I am passionate about helping uplift our communities and want to continue to do so with CHCI.

Nathalya Galvez

Position: Secretary

Program: Congressional Internship Program

Program year: Fall 2023

Statement of Interest:

I am running for Secretary of the CHCI Phoenix Regional Board because I want to give back to an organization that has had a lasting impact on my personal and professional growth. Since completing the Congressional Internship Program in 2023, I have stayed connected through networking events and have looked for opportunities to become more involved with the CHCI alumni community. CHCI helped shape the professional I am today, and I see this role as an opportunity to give back to a community that has given me so much.

I bring two years of experience serving as Secretary for Aliento Arizona’s Youth Leadership Council (YLC), where I gained firsthand experience with nonprofit organizations, communication, and attention to detail required for the role. In my current position as a Senior Policy Data Analyst, I continue to use these skills while advancing research aimed to uplift the Latine communities’ voices and inform public policy. As Secretary, I hope to put my experiences and skills to work by supporting the board, ensuring effective communication, and strengthening relationships among alumni.

Statement of Interest:

Miami is home, and the CHCI-AA South Florida chapter has been a constant part of that home for the past decade. Years of living, working, and building relationships across this community have made one thing clear: the chapter’s greatest strength is its people, and there is more opportunity to connect new alumni to their chapter after finishing their programs. That conviction is the reason for seeking the presidency.

Over the last ten years, service to the chapter has taken many forms, including supporting events, welcoming new members, mentoring new interns, and lending a hand wherever needed. Those experiences built a deep understanding of what members value and what keeps them engaged.

Professionally, nearly four years as Coordinator of the Americas Consular Network at the British Consulate General in Miami has meant coordinating operations across 36 posts in 24 countries and leading conferences and training workshops for roughly 50 professionals from start to finish. That experience translates directly into planning events members want to attend, keeping volunteers energized. As a double graduate from FIU, the largest public university in South Florida, I am keen to strengthen the ability to build a partnership with FIU.

My vision is a chapter that is more connected and welcoming, to prepare the next chapter of chapter leaders.

Rita Castañon

Position: President

Program: Congressional Internship Program

Program year: 2021 Fall

Statement of Interest:

I would like to serve as CHCI-DC Chapter President to strengthen our alumni community by fostering meaningful connections, supporting professional growth, and creating engaging alumni-led events. As the current DC Chapter VP of Outreach, I have partnered with other organizations to foster community, and I look forward to deepening collaborations with groups such as the Congressional Hispanic Staff Association (CHSA), the Hispanic Lobbyists Association (HLA), and others to leverage shared resources, maximize impact, and avoid reinventing the wheel.

Rosa Barrientos Ferrer

Position: Vice President

Program: Congressional Internship Program

Program year: 2016

Statement of Interest:

My name is Rosa Barrientos-Ferrer and I am an undocumented DACA recipient from East Los Angeles, California. In the summer of 2016 I participated in the CHCI Congressional Internship Program, an experience that helped shape my professional journey. In 2023, I relocated to DC and over the past two years I have served as the Vice President of the CHCI DC Regional Board.

I have enjoyed helping bring together the DC community, creating opportunities for CHCI alumni and young Latino professionals to connect, build relationships, and support one another. Having experienced CHCI as an intern and now as a board leader, I understand the impact this community can have on our personal and professional journeys.

I am excited to run for Vice President for the upcoming term to build on the work our board has accomplished and to continue strengthening the community we have built. Washington, D.C., is a unique place because so many of us move here from different parts of the country, often leaving behind our families, support systems, and communities in pursuit of professional opportunities. The CHCI DC Regional Board plays a crucial role in helping bridge that gap by creating spaces where we can find community, celebrate our shared experiences, and grow together as Latino leaders.

If reelected, I hope to continue building community and creating opportunities for professional development and mentorship, and strengthen the relationships that make CHCI such a valuable network.

Vanessa Nevarez

Position: Vice President, Communications and Digital Media

Program: Congressional Internship Program

Program year: 2013

Statement of Interest:

I would love to announce my candidacy for Vice President, Communications and Digital Media for the CHCI DC Metro area. I have previously served for other boards and most recently I served for the CHCI AA chapter in Southern California as their communications officer. I have been actively part of the alumni chapters and events for the past 5 years and would love to continue serving CHCI-AA to give back for all that CHCI has provided for me. As a current news manager for a news station in DC, Communications and media experience qualifies me as a strong candidate to work for the board. Thank you for considering me as your next VP of Communications and Digital Media.

Vilmarie Ocasio Espada

Position: Vice President, Leadership Development

Program: Congressional Internship Program

Program year: 2020

Statement of Interest:

CHCI changed my life. Even though my internship took place virtually during the pandemic, the bond I formed with this community was immediate and profound. In fact, I met my two best friends through this program, relationships that will truly serve a lifetime. Because of what CHCI gave me, I have stayed passionately connected by volunteering for the Annual Gala two years in a row, supporting the National Leadership Conference, reviewing resumes for applicants, and continuously encouraging young Latino professionals to apply for the CHCI programs.

Now, with Washington, D.C., as my second home, I am eager to pour that same energy back into our alumni as Vice President of Leadership Development. As a HRSA Program Analyst, CDC Public Health Associate, and Non-Profit Founder, my career is rooted in service, capacity building, and leadership. I have spent years organizing workshops, building interdisciplinary partnerships, and bringing people together around shared missions. I know firsthand what it takes to turn complex challenges into empowering educational experiences.

In this role, I will lead with heart and purpose to design dynamic professional development workshops, cultivate strong mentorship pipelines connecting rising talent with seasoned leaders, and offer skill-building initiatives in policy and career advancement. My goal is to ensure every alumnus feels supported, connected, and equipped to reach their full potential. I am deeply committed to advancing CHCI-AA’s mission and building opportunities for our D.C. familia.
