Bryan (he/him) is a Panamanian-American who had the privilege of growing up in a military family. He attended 10 different schools across three countries before completing high school and developed a deep appreciation for embracing global interconnectedness and is fueled by the transformative potential of a society that cherishes inclusivity and servant leadership.

At Loras College, Bryan pursued a triple major in Politics, Social Work, and Criminal Justice. Recognizing the importance of community at a predominately white institution, Bryan co-founded the League of United Latin American Citizens (LULAC) Council 380 and served as its President.  He was honored as LULAC Iowa’s 2022 Man of the Year for his impactful work within the organization and community. He was also appointed as a Student Advisor to Loras College’s Diversity, Equity, and Inclusion Advisory Committee and held leadership positions in the Alpha Phi Sigma Criminal Justice Honor Society and Student Government. Bryan’s passion for social justice extended beyond his campus through internships at the Public Defender’s Office, the Arizona Justice Project at the Sandra Day O’Connor School of Law providing case research and translation services in wrongful conviction cases, and the Brennan Center for Justice at NYU Law where he produced research on advancements in the criminal legal system. Following this, Bryan joined the City of Dubuque’s Office of Equity and Human Rights as an Equity Project Management Intern conducting policy research and data analysis to develop City Department Equity Plans. Post graduation, Bryan joined the City’s Office of Shared Prosperity and Neighborhood Support, where he played a vital role in the development of a city-wide Data Governance Policy, conducting a comprehensive living wage study, and contributing to a county-wide Community Health Needs Assessment.

As a CHCI Public Policy Fellow, Bryan is humbled by the opportunity to contribute to impactful policy initiatives and legislation that uplift underrepresented voices and create a more equitable society while furthering his expertise in public policy, law, the legislative process, and social justice.
