Luis Fernando Chavez (he/him) was born and raised in the State of Durango, Mexico, in a small ranching town, until he moved to Newton, Kansas. Coming from a low- income family of immigrants, Luis has embraced both his Mexican and American identities, feeling deeply connected to both cultures.
Luis holds a Bachelor of Arts in Political Science with minors in Economics and Intelligence Studies from the University of Kansas. He was actively involved in research and policy-related activities during his academic career. He advocated for low- income students at the Kansas State Capitol, served on several on-campus legislative boards, and was a researcher for the Ad-hoc Social Mobility Committee, which produced a comprehensive report at the request of university leadership.
As the Data Lead & Special Assistant at Revolución Educativa in Kansas City, MO, Luis has served as the organization’s representative to the Missouri Immigration Policy Coalition, where he has successfully advocated against the passage of over ten anti-immigration policies. He wrote numerous policy briefs, provided analysis for school board elections, co- led the neighborhood Literacy Council, and helped coordinate annual conferences for parents and teachers. His role also involved refining data practices for grant reporting and organizing canvassing training for community volunteers.
As a CHCI Public Policy Fellow, Luis aims to gain insights and experience in policymaking at the highest level. He hopes to build networks, enhance his policy research skills, and understand the legislative impacts on education and immigration.
