Senior Manager, Program Partnerships

Carlos Vivaldi serves as the Senior Manager for Program Partnerships at the Congressional Hispanic Caucus Institute (CHCI), where he connects participants with professional opportunities while fostering partnerships with Congressional offices, institutions, and organizations to expand skills and resources for CHCI alumni. He also ensures CHCI’s interns and fellows gain meaningful, real-world exposure to leadership and the policymaking process.
Carlos brings extensive experience from his roles in federal agencies and on Capitol Hill. His public service career began in the U.S. House of Representatives as an intern for the Office of the Speaker, where he witnessed leadership in action during pivotal moments in history. He later served as Director of Scheduling and Advisor for Puerto Rico and Latin American Affairs for a Latino Member of Congress. After several years on Capitol Hill, Carlos was appointed Special Assistant for Higher Education at the U.S. Department of Education, where he worked on initiatives such as student debt relief, affirmative action, and the reform of Puerto Rico’s education system. Then, and most recently, as Special Advisor for Racial Equity at the U.S. Department of the Treasury, Carlos championed efforts to address financial barriers and expand economic access for underrepresented communities. Now at CHCI, Carlos continues his passion for strategically connecting people and ideas, and by leveraging his fluency in government, he likes to translate it to the people, doing so in both english and Spanish.
Born and raised in San Juan, Puerto Rico, Carlos went on to earn a bachelor’s degree in Government and International Politics with a minor in Conflict Analysis and Resolution from George Mason University. He is currently pursuing his master’s degree in Legislative Affairs and Political Management from The George Washington University. When he’s not cultivating partnerships or helping leaders lead, he enjoys spending time with his wife and their 5-year-old chocolate Labrador named Luna.
